Mark Goddard is een L.A. politieofficier met een groot geheim: als kind zag hij hoe zijn hele familie werd afgeslacht. Wanneer Mark opgenomen wordt door de geheime organisatie, 'Justice Incorporated', wiens agenten, op eigen houtje recht plegen, staat het geluk aan z'n zijde.
