Aan de kust bij Capoblanco in Peru wordt het lijk aangetroffen van een scheepswrakonderzoeker. Hij blijkt vermoord alhoewel de plaatselijke autoriteiten het op een ongeluk houden. Maar Giff Hoyt (Charles Bronson), een Amerikaan, kroegbaas en langdurig inwoner gelooft de officiële versie helemaal niet. Zijn interesse is nog meer gewekt als Marie (Dominique Sanda) in de stad aankomt en haar paspoort wordt ingetrokken door de corrupte autoriteiten. Voormalig nazi Beckdorff (Jason Robards) woont in een soort fort. Hij is op zoek naar een schat en Giff verdenkt hem van de moord.
