De dochter van een federale agent is door een overdosis aan heroïne overleden. De agent zint op wraak op het gehele drugskartel dat verantwoordelijk is voor zijn dochters dood. Hij traint en rekruteert verschillende mensen die ook slachtoffer waren door toedoen van drugs. Na het opleiden van de mensen gaan ze richting Frankrijk om het drugskartel op te sporen en uit te schakelen.
