Steve verhuist met zijn ouders en zus vanuit Chicago naar het idyllische plaatsje Cradle Bay. Al snel valt hen op dat iedereen op zijn nieuwe school zich weliswaar heel voorbeeldig, maar tevens erg vreemd gedraagt. De drie magische woorden: seks, drugs, en rock 'n roll, die op vrijwel iedere andere tiener grote aantrekkingskracht uitoefenen, lijken niemand hier wat te interesseren. Met name de groep leerlingen die zich de 'Blue Ribbons'noemt, kickt op voorbeeldig gedrag. Steve raakt bevriend met 'buitenstaanders'Gavin en Rachel. Als Gavin zich echter van de een op de andere dag aansluit bij de Blue Ribbons, besluiten Steve en Rachel op onderzoek uit te gaan.
