Wanneer door terroristische actie een geheim overheidsvirus vrijkomt in het Houston Federal Building, worden de werknemers agressief en moorddadig. Federale functionarissen plaatsen het gebouw in quarantaine om de geïnfecteerden uit te roeien en het verhaal onder controle te houden, maar een kleine groep niet-geïnfecteerden vecht om eruit te komen.
