Charlie Wilson is een berucht congreslid uit Texas, wiens voorliefde voor drank en vrouwen hem de bijnaam Good Time Charlie heeft opgeleverd. Hij raakt in de jaren '80 betrokken bij een schandaal dat handelt over twee meisjes, cocaïne en een bubbelbad, maar weet dit wonderbaarlijk genoeg te overleven. Wilson weet zich daarna politiek te revancheren door een geheime Amerikaanse operatie in Afghanistan op te zetten tegen de Russen.
