In de jaren 70 staat Korea onder de absolute controle van president Park, die de KCIA (Korean Central Intelligence Agency) controleert. Op een bepaald ogenblik dreigt voormalig KCIA-directeur Park Yong-gak een vernietigende memoire te publiceren die zeer kritisch is over president Park en de huidige staat van de regering in Korea. Daarop worden er noodmaatregelen genomen om de voormalige directeur te stoppen voordat hij onherstelbare schade en internationale schaamte kan aanrichten.
