Aan de vooravond van de Tweede Wereldoorlog zorgen Japanse toeristen, Gestapo, geheim agenten, blaffende honden en 150 lilliputters die auditie willen doen voor "The Wizard of Oz" voor chaos en verwarring in het Under the Rainbow-hotel in Los Angeles. Te midden van alle intriges en misverstanden bloeit er een romance op tussen agent Bruce Thorpe en castingmedewerker Annie Clark.
