Halloween, 1938. Francis Phelan en Helen Archer zijn twee alcoholverslaafde, hopeloze figuren, die door de gure straten van Albany, New York trekken. Francis zonk diep na een dramatische gebeurtenis uit zijn verleden, waarvoor hij zichzelf nooit meer kan vergeven. Helen was ooit een populaire zangeres, maar slijt nu haar dagen als zwerver.
