Halverwege de jaren tachtig achtervolgt en vermoordt de Gal, een Spaanse paramilitaire groep, leden van de terroristische bende Eta die hun toevlucht hebben gezocht in het heiligdom dat ze in het zuiden van Frankrijk hebben gecreëerd. Grégoire Fortin, adviseur van de Franse minister van Justitie, en Domingo 'Txomin' Iturbe, leider van ETA, worden gedwongen te onderhandelen om een oplossing te vinden voor het geweld dat de regio plaagt.
