In een toekomstig Londen is de productie en consumptie van drugs gelegaliseerd. Frank Grieves is een eenzame agent die gescheiden leeft van zijn vrouw Angie en hun 9-jarige zoon Ben. Grieves onderzoekt de moord op een jongeman die niet geïdentificeerd kan worden door de wereldwijde DNA-databanken. Het slachtoffer blijkt ook een drug te hebben gebruikt dat niet getraceerd kan worden door het systeem. Van zijn baas Nolan moet hij de zaak laten rusten. Grieves heeft echter het vermoeden dat de drugsleveranciers illegale proeven uitvoeren voor een nieuwe drug en besluit terug te gaan naar het plaats delict voor meer aanwijzingen.
