Seriemoordenaar Wayne Montgomery (Paul McCloskey) is door de politie samen met zijn vrouw Andrea (Barbara Lessin) door een DNA match hoofdverdachte nummer 1 voor het plegen van een aantal gruwelijk moorden in het kleine plaatsje Claymont, Delaware. Andrea wordt gearresteerd, maar van Wayne ontbreekt elk spoor. Dit totdat een aantal opnames, gemaakt door Wayne zelf, opduiken, waarop te zien is hoe hij zijn opvolger opleidt.
