Het is al jaren geleden dat het voor het laatst regende. In een wereld die is veranderd in een dorre wildernis vecht de jonge Kendal (Haley Lu Richardson) in de vallei van Oregon om te overleven, terwijl gewapende bendes door de regio trekken. Als een hebzuchtige waterbaron de schaarse ondergrondse bronnen opeist, moet Kendal besluiten of ze gaat vluchten of gaat vechten voor de paar mensen die ze nog liefheeft.
