Jaren-20: een tienerbende uit de achterwijken van Detroit, genaamd "The Purple Gang", wordt geleid door de psychotische William Joseph "Honeyboy" Willard. Gedurende de drooglegging trekt "The Purple Gang" op met volwassen ontvoerders en binnen 3 jaar controleren zij Detroit's onderwereld. Inspecteur Bill Harley heeft de speciale opdracht gekregen deze 'gang' te ontmantelen. Om Harley te intimideren, terroriseren "Honeyboy" en zijn rechterhand Hank Smit, Harley's zwangere vrouw Gladys.
