Harlem, 1934. De Grote Depressie. De 'Queen' verdient haar geld met weddenschappen en loterijen. Als de blanke gangster Dutch Schultz inziet hoeveel geld hiermee te verdienen valt, probeert hij haar zaken over te nemen. Bumpy Johnson steekt hier een stokje voor, eerst als lijfwacht, later als haar grootste vertrouweling. Als the 'Queen' de gevangenis in moet neemt Bumby de zaken over, zijn bewind krijgt Robin Hood-achtige faam als hij gedeeltes van het verdiende geld weer terug laat vloeien in de zakken van de arme zwarte bevolking. Al snel vindt hij Dutch Schultz weer op zijn weg. Terwijl het bloed steeds rijkelijker vloeit tussen de beide gangsters, probeert Lucky Luciano de partijen tot elkaar te brengen, als Schultz echter een aanslag pleegt op Bumpy en zijn vriendin, lijkt een dodelijke en gewelddadige bendeoorlog niet te vermijden
