De stoere Billy (Robert Davi) wordt door de politie ingehuurd om een einde te maken aan de praktijken van twee wraakzuchtige ninja's, die de dood van hun zus willen wreken. De dealer op wie ze het voorzien hebben, heeft inmiddels twee huurmoordenaars ingeschakeld om de politiemacht uit te schakelen.
