Shanghai is in 1936 een broeinest van politieke intriges waar vluchtelingen, militaire machten en de onderwereld zich verzamelen. Temidden van deze onrust groeien twee mensen naar elkaar toe. Sofia, een mooie Russische gravin die als gezelschapsdame in een bar moet werken om haar familie te onderhouden en Todd, een blinde ex-diplomaat wiens leven en idealen verwoest zijn door het verlies van zijn familie in een politiek conflict.
