Tom Cochran heeft de marine verlaten na 12 jaar. Hij is toe aan vakantie en besluit op bezoek te gaan bij de machtige zakenman Tiburon Mendez in Mexico. Daar ontmoet hij Mendez's mooie, jonge vrouw. Ze voelen zich tot elkaar aangetrokken, maar weten dat Mendez geen verraad tolereert.
