Goddard Bolt is miljardair en immobiliënmagnaat. Zijn nieuwste project moet de bouw worden van een complex in de buitenwijken van Los Angèles, dat zijn naam draagt, namelijk Bolt City. Daarvoor moet een van de armste sloppenwijken gesloopt worden. Zijn eeuwige rivaal, Vance, is stikjaloers en beweert dat Bolt het geen maand zou uithouden in de buurt die hij wil kopen. Goddard neemt de uitdaging aan en wil gedurende één maand gaan leven als clochard in de arme wijk. Dat valt hem echter dik tegen. Gelukkig neemt de zwerfster Molly hem op sleeptouw...
