Een dorp in Wisconsin wordt geterroriseerd door een mysterieuze clown die 's nachts in de straten rondzwerft met zwarte ballonnen. Terwijl sommigen de identiteit van de clown en zijn intenties willen achterhalen, zien enkele leerlingen in hem een excuus om zelf keet te schoppen. De politie poogt orde te handhaven in het dorpje dat helemaal gek wordt van de clown die bekend zal staan onder de naam Gags.
Nee, helaas is Gags the Clown nog niet beschikbaar op Netflix in Nederland.
