Carlton Layton betrapt op een dag zijn vrouw met een andere man. Hij stormt naar buiten en grijpt zijn clownspak, dat hij gebruikte om kinderen mee te vermaken. In dat clownspak vermoordt hij vervolgens zowel zijn vrouw als haar minnaar. Vijf jaar later moet Carley, een jonge studente, op halloweenavond op een klein meisje passen. Carlton Layton, inmiddels beter bekend als 'The Cleaver', heeft zijn zinnen echter op het kleine meisje gezet.
Nee, helaas is Cleaver: Rise of the Killer Clown nog niet beschikbaar op Netflix in Nederland.
