Plot

Dan McGinty is een simpele zwerver die solliciteert bij de plaatselijke maffiabaas. Door hulp bij stemmenfraude verdient hij een functie in de gemeente en later zelfs als burgemeester van het corrupte stadsbestuur. In de tussentijd trouwt hij met Catherine, vooral zodat zij hem de schijn van een gewone burgerman kan geven. Catherine echter, tracht haar man echt eens iets goeds voor de gemeenschap te laten doen en dat wordt haar niet door iedereen in dank afgenomen.
