Jack Noah, een onbekend acteur, werkt op het eiland Parador. Als de dictator van dat eiland sterft, vreest zijn rechterhand Roberto Strausmann voor een revolutie, en vraagt Noah om bij openbare gelegenheden de dictator te spelen.
