Een CIA-agent (Matthau), wordt door zijn superieuren naar een bureaubaan gedegradeerd. Kwaad vertrekt hij naar Europa om een oude vriendin (en mede ex-agente) op te zoeken. Hij krijgt het idee een onthullend boekje over de CIA open te doen in zijn memoires. Telkens opnieuw stuurt hij nieuwe hoofdstukken naar verschillende CIA-hoofdkwartieren overal ter wereld. Dit leidt er toe dat al zijn vroegere collega's achter hem aan gaan zitten.
