Een verordening zorgt ervoor dat er meer belasting betaald moet worden over honden van gemengde rassen. Dit zorgt ervoor dat de eigenaren hun honden dumpen en de opvangfaciliteiten overvol raken. De 13-jarige Lili vecht wanhopig om haar hond Hagen te behouden, maar haar vader zet de hond uiteindelijk op straat. Lili en Hagen proberen elkaar vervolgens wanhopig weer te vinden.
