Het Amerikaanse bedrijf Axon produceert surveillancetechnologie en wapens die onder andere worden gebruikt door landelijke politiediensten. In de stad Baltimore zijn agenten sinds 2019 verplicht een aan het lichaam bevestigde camera te dragen. Deze documentaire volgt de keten van productie naar gebruik, en bevraagt daarbij de grenzen van wat het menselijk oog en de camera kunnen waarnemen en vastleggen.
