Een jonge Palestijnse vrouw in het vluchtelingenkamp Balata overwint alle onenigheden, vooroordelen en wreedheden om haar wens om lid te worden van de Palestijnse Autoriteit te vervullen. Ze is vastbesloten die na te streven ongeacht wat anderen zeggen of hoe absurd ze het idee vinden. Het is een wens om bij te dragen aan de opbouw van een staat die nog niet bestaat.
