De film volgt het traject van een groep minderjarigen die met de wet worden geconfronteerd: arme jongens die we zien van hun arrestatie tot hun proces voor misdaden van diefstal, drugshandel of moord. Aangezien de wet niet toestaat dat de identiteit van minderjarige delinquenten wordt onthuld, worden ze in de film afgebeeld door andere jongeren die in vergelijkbare sociale omstandigheden leven. Alle andere personages die in de film voorkomen (rechters, aanklagers, advocaten, ambtenaren of familieleden) zijn de mensen die zijn gefilmd tijdens processen en bezoeken aan de penitentiaire inrichting.
