Een blik op een sleutelmoment in de geschiedenis van de klimaatcrisis: The White House Effect reist terug in de tijd om te documenteren hoe een cruciale kans om daadwerkelijk actie te ondernemen tegen de opwarming van de aarde niet alleen werd verspild, maar ook opzettelijk werd ondermijnd. De documentaire, volledig opgebouwd uit archiefmateriaal, richt zich op de cruciale jaren van de regering van George H.W. Bush – 1988 tot 1992 – toen het hele land zich bewust werd van de realiteit van de opwarming van de aarde en Bush had beloofd het 'Witte Huis-effect' te gebruiken om dit aan te pakken.
